The Failure of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble
Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are fought: optimistic declarations are released from various governments. Considerable effort is devoted on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from Russian territory, a capacity provided through up-to-date information. From vantage locations, defense planes that had been dispatched to counter approaching guided weapons flew past – sophisticated military planes delivered to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and another blackout.
Ongoing Risks
Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, certainly, endure.
Political Considerations
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a assumption understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through words or deeds, from thinking that the situation will not change more in its favour in the coming year.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a entire defensive failure until situations evolve in its advantage.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
